Members of the Ogun State House of Assembly today commenced the 2026 Budget Retreat interfacing with the State Commissioner for Finance, Mr. Dapo Okubadejo, his Budget and Planning counterpart, Mr. Olaolu Olabimtan as well as Works and Infrastructure, Engr. Ade Akinsanya to review the outlook, key components and structure of the 2026 State Budget of Sustainable Legacy.
Declaring the retreat which was held in Ibadan open, the Speaker, Rt. Hon. Oludaisi Elemide, noted that the exercise was designed to achieve more than a review of figures, explaining that it served as an opportunity to strengthen institutional capacity, improve collaboration between the Legislature and the Executive and reinforce "the Assembly’s commitment to a governance framework that is modern, accountable, and service-oriented".
He stressed the need for the lawmakers to be thorough in their oversight and remain conscious of public expectations, positing that “we must also be mindful that our constituents expect more from us, in areas of oversight, project facilitation and more tangible development outcomes".
The Speaker described the retreat as a strategic opportunity to deepen understanding of the budget’s architecture for more effective oversight and law-making.
According to him, “Our charge is clear: to apply our legislative experience, institutional knowledge and collective commitment to ensure that the 2026 Budget is implementable, inclusive and capable of stimulating growth across all sectors.”
He urged legislators to approach the task with open minds, intellectual rigour and a strong sense of responsibility; noting that the process presented an opportunity to strengthen institutional capacity, improve synergy with the Executive, while reaffirming the resolve to deliver a governance system that is modern and service-driven.
Elemide added that the insights gathered at the retreat "must guide efforts to build a stronger and more responsive Legislature that safeguards public interest and contributes meaningfully to the legacy being shaped for future generations".
Presenting the analytical review of the 2026 Budget Estimates alongside the performance of the 2025 fiscal year, the Chief Economic Adviser and Commissioner for Finance, Mr. Okubadejo, represented by the Commissioner for Budget and Planning, Mr. Olabimtan explained that the N1.667 trillion proposal was ambitious and data-driven, designed to accelerate economic expansion, human capital development and sustainable infrastructure.
He emphasised that with disciplined implementation, strong systems, and continued legislative partnership, the State was positioned to deliver meaningful value to the citizens.
Okubadejo noted that the debt sustainability analysis confirmed the State Government’s ability to maintain its current spending, tax and policy frameworks in the medium term without risking solvency or defaulting on existing or proposed obligations.
In his presentation on the fiscal breakdown of the 2026 Budget, the Commissioner for Budget and Planning, Mr. Olabimtan stated that the expected outcomes of the 2026 Budget cut across economic, social, and governance sectors.
He outlined economic priorities such as improved logistics, industrial clusters, and SME growth; social targets including expanded access to healthcare, education and community development; with governance targets centred on fiscal discipline, transparency and strengthened legislative oversight.
Olabimtan added that the medium-term revenue strategy was anchored on data-driven analysis and evidence-based planning rather than arbitrary figures; while encouraging all revenue-generating agencies to strengthen their performance and meet projected targets to support the successful implementation of the proposed budget.
On his part, the State Accountant-General, Mr. Tunde Aregbesola, represented by Mr. Olalekan Taiwo, presented a detailed breakdown of the State’s financial outlay, including debt profile and revenue components, comprising the Internally Generated Revenue, funds from Federation Account Allocation Committee (FAAC), grants and other inflows, covering both the 2025 fiscal performance and the proposed 2026 budget estimates.
On his part, the State Commissioner for Works and Infrastructure, Engr. Ade Akinsanya, presented the details of Infrastructural projects slated for next year to include road construction in all the 20 Local Government Areas and across the three senatorial districts of the State; explaining that new conference centre and hotel would also be constructed amongst others.
