Ogun State Governor, Prince Dapo Abiodun, on Tuesday presented a N1.669 trillion Appropriation Bill for 2026 to the State House of Assembly, unveiling an ambitious development agenda anchored on infrastructure expansion, human capital development and long-term economic sustainability.
Presenting the fiscal proposal tagged “Budget of Sustainable Legacy” during a plenary session presided over by Speaker Rt. Hon. Oludaisi Elemide, the Governor disclosed that N624.76 billion is earmarked for recurrent expenditure, while N1.044 trillion is dedicated to capital projects.
Sectoral Breakdown Favors Infrastructure, Education and Health
Giving a detailed breakdown, Governor Abiodun said:
Education will receive N275.40bn (17%)
Health: N210.59bn (13%)
Infrastructure: N526.15bn (32%)
Housing & Community Development: N166.96bn (10%)
Agriculture & Industry: N40.54bn (2%)
Recreation, Culture & Religion: N42.24bn (3%)
Other allocations include Social Protection (N72.82bn), Public Order and Safety (N36bn), Judiciary (N15.70bn), Legislature (N33.67bn), and General Public Services, among others. A further N129.67bn (8%) is set aside for statewide interventions.
The Governor explained that the budget aligns with the State Development Plan (2018–2030) and Ogun’s Economic Development Strategy, targeting fiscal discipline, youth development, job creation, improved public service delivery, and a more competitive business environment.
Capital Projects: Roads, Housing, Airport Terminal, Health Centres Lead Agenda
Major capital commitments for 2026 include:
Construction of 450km of urban and rural roads
Expansion of the Ogun Light-Up Project
New and rehabilitated school buildings across the state
Upgraded hospitals and primary health centres
Delivery of 3,000 new housing units
Completion of the Gateway International Airport Terminal
Development of the Gateway International Conference and Exhibition Centre (CCEC)
Renovation of stadia in Sagamu, Ijebu-Ode and Ilaro
New Revenue House for OGIRS
Completion of a 2,500-seater State Banquet Hall
Rehabilitation of the Governor’s Lodge in Abuja and Government House, Abeokuta
PPP projects, including the Olokola Deep Sea Port, dairy farms, a world-class theme park and what the Governor described as the world’s largest cotton factory, expected to create over 250,000 jobs.
The Governor also highlighted plans for the 2026 Gateway Afrobeat Drum Festival and the celebration of Ogun State’s 50th anniversary, describing both as major tourism, cultural and economic drivers.
2025 Budget Performance Shows Fiscal Discipline — Abiodun
Reviewing the outgoing year, Governor Abiodun reported that as of September 30, 2025, Ogun State achieved 58% of its prorated revenue target and 52% of expenditure. He projected a year-end budget performance of 70–75%, noting that the improved fiscal base gives 2026 a stronger foundation.
“Beyond figures, the heart of this budget lies in its commitment to improving lives and safeguarding the future of our people,” he said, urging commissioners and accounting officers to defend their submissions transparently.
Speaker Commends Governor, Highlights Legislative Achievements
In his welcome address, Speaker Elemide praised the Governor for ongoing renovations of the Assembly Complex and other infrastructural improvements that have enhanced legislative operations.
The Speaker outlined key accomplishments, including:
Hosting the third edition of the NILDS Secondary School Competition
The maiden plenary of the Fifth Children’s Parliament
The sitting of the Southwest Youth Parliament
Consideration of 19 bills, with 11 passed
Passage of 56 resolutions across multiple sectors
Resolution of over 100 petitions, many relating to land disputes
He reiterated the need for a Special Court to handle Anti-Land-Grabbing cases and appealed for more professional staff, improved legislative remuneration and timely submission of MDAs’ budget proposals.
Legislature Assures Speedy Passage
Describing the 2026 proposal as a “renewed call to advance the socio-economic development of Ogun State,” Elemide assured that the Assembly would give the budget speedy consideration while maintaining collaboration with other arms of government to promote citizens’ welfare.
With a focus on infrastructure expansion, job creation and social development, the Budget of Sustainable Legacy sets the tone for what the Governor described as a new phase of sustainable growth and shared prosperity for Ogun State.
